I believe my decades of legal experience, volunteer working for children's needs, and my involvement with the district for more than 50 years has prepared me to give back and serve the Boise District. I am retired and will devote the time and energy needed to represent teachers, students, parents, and the community.
Yes, I do. I have three grandchildren currently attending Boise schools, and a granddaughter graduated from high school in 2026. My three children all attended and attended Boise schools.. My wife and I attended Boise elementary, junior high and high school. I have been a PTA president, and have volunteered in an elementary school the past two years.
School board trustees do not act individually; rather, as a board it sets policies and gives guidance to the administration. The board tasks the administration and staff with implementing policies. I believe it is important for trustees to be engaged with community members, be involved in the schools to support teachers, and interact with students to learn what is needed for all.
As Chairman of the Governor's Task Force on Children at Risk (CARTF), in 2009 I shepherded the legislative amendment to the Child Protection Law to expand the definition of "neglect" to include "educational neglect." This helped to protect children not afforded a proper education. I personally navigated the diverse interests of stakeholders including DHW and home educators. Ultimately, the Idaho Coalition of Home Educators co-sponsored the bill which brought this change. The amendment intended to allow DHW to investigate circumstances where children are not attending school, not being home-educated, and are suffering educational neglect. This accomplishment took nearly four years of dedication to ultimately help children.
I am an attorney with more than three decades of actual legal experience advising school districts, cities, counties, and state departments regarding personnel and employment legal issues. This includes sexual harassment, employee misconduct, as well as whistleblower claims. I have overseen independent personnel investigations, and conducted independent investigations (in a non-attorney role). Additionally, early in my career I was a prosecuting attorney handling child abuse cases and juvenile crime. I served for more than a decade as Chairman of the Governors Task Force on Children at Risk dealing with statewide issues of child abuse and neglect.
One key focus of that task force was to educate the public on everyone's statutory duty to report reasonable suspicion of child abuse or neglect according to IC Sec. 16-1605.
I also advised numerous governmental entities on the legal aspects of the open meeting and public records laws.
I may not be the only attorney running for this position, but my unique legal background and awareness of relevant legal issues can benefit the district in avoiding legal pitfalls and potential public relations stumbles.
